Terraforming Wonder/Project Set (Maybe a victory condition?)
I was thinking that a thing I would like to see occur through the game (maybe the late game) would be the terraforming of the moon. Multiple civs would complete wonders and projects that would eventually make available an ffh hell terrain like effect that would create grasslands, plains and forests. Some of the wonders may be vulnerable to destruction and undoing. All of them would give the building civ some kind of diplomatic modifier, depending on the negative effects say, a gravity generator may have an a militiristic civ's army.
Gravity Generator or Containment Field
Desription:
The moon is far too small to hold any atmosphere, so either some sort of giant force field or a giant magnetic/artificial gravity field would be needed.
Effects
The Grav Gen May have an effect on movement, perhpas by giving a promotion to all existing units and every city a promotion giving building.
Enables Atmosphere Factory or Atmosphere Import Project
The Force Field
Would do nothing but enable next step.

Atmosphere Factory or Atmosphere Import Project
Description:
Begins filling the moons magnetic field or atmospheric force field with gases.
The Atmosphere Factory would be build-able in cities, and the game would calculate atmosphere released into the atmosphere by the amount of time each building has existed.
The Atmosphere import project uses raw materials from asteroids and commets to steam up the moon.
It is a repeatable project, up to a limit.
Effects
Causes seeded life to spread on the moon. At first bacteria, then lichens and moss, and eventually grasses and shrubs and then trees.
The bacteria and lichens/moss are imaginary from a programming standpoint, and represent the bar which must be passed for tundra, plains or grassland (and maybe resources) to begin spreading. The terrains will react to the amount of atmosphere buildings/projects much as ffh's hell terrain does to the Armageddon counter.
And thats all I can think of for projects atm.
All terraforming projects would have different diplomatic effects depending on civilization's lunar philosophies . For example, you would see such things as:
+2 You are creating a new Earth for humanity and life vs -2 You are wrecking our lunar heritage
and -1 you're obliterating the moon's archaeological records, and the like.
