In a nutshell, we've met one other team, The Council.

We have an agreement with them on tech research sharing and diplomacy, and maybe some gold, depending on a possible trade they are trying to make happen with Team Saber.

We have not met any other civs.

We learn Republic in Turn 82 (we just finished Turn 80).
