There's a very good chance both will be added. If no new traits are added (and there has been no word of any) then there will only be 3 trait combinations left out.
Queen Boudica is going to be aggressive/charismatic, so this means there are still two traits remaining that are argued to be overpowered. Phi/Ind and Fin/Org. So {not including Joao and Boudica's already known traits, and the two overpowered combos} there will be only 1 out of 15 possible trait combinations not used. Chances are both of these combinations will be added.
..and I hope so because incidentally, those are the two new traits I am looking forward to the most as well.

Creative/Charismatic I would say would suit perfectly for Jan III Sobiesky (of Poland). I could also see Pericles being given these two traits.
Charismatic/Philosophical is trickier as they seem opposite trait descriptions at first, so a General who was "cultivated" as well ;). Abe Lincoln might be a candidate,

Unless there were a Soldier specialist like in Sevomod, I don't see any issues with Phi-Chm, excepting there's Phi-Agg which might be eclipsed by Phi-Chm (not sure).
It's similar to Phi-Exp, but trading some city size bonuses for warmonger benefits. The UB and UU would make or break this combo.
Perhaps a philosopher king? Socrates? JFK?
Cre-Chm doesn't impress me much either, though it might lend itself to a culture victory based on artists that starts as a Classical age warmonger (especially with a Classical UU), but I'd see AGG as better for a rush-style pre-classical warmonger. This might make an alternate Greek leaderhead, or maybe an alternate American Indian.

I'd like Phi-Imp, or Phi-Exp with an early UU for some uncontested early warring, followed by a Specialist Economy.
