Do you build banks/universities in non-commerce cities just so you can meet the requirements for Wall Street or Oxford University quicker?

I find myself letting my production cities go off on a tangent to make the 5 or 6th bank/university just so I can meet the requirements. If I wait until I can really get my 5 or 6th commerce city up and running and ready to build these two buildings, it seems like a long delay before I can get these national wonders up and running. Sometimes I have the commerce sites, but usually I am lacking a city or two.

i usually do for oxford. wall street is expensive to build, and often my shrine city/future home of wall street isn't a production city that can make it quickly, so that one i don't tend to rush to as quickly.
