I've stayed up until 2 AM the past few nights, with nothing to do and too much coffee.
Here, the fruit of my labors, I give you Twaek. I was tpying fast, and I misspelled Tweak. Oh well.

Twaek is now only at version 0.0.1, and still has a lot of balance issues. It's still very simple, editing only the specialists, promotions, and little else. The full list of changes in 0.0.1 is as follows:

Traits:
-Aggressive given free Loyalty promotion (Unavailable anywhere else)

Specialists:
-Priest GPP reduced to 2
-Artist Culture increase to 5
-Scientist GPP increased to 4
-Scientist Science increased to 4
-Merchant Income increased to 4
-Engineer GPP increased to 4
-Engineer Hammers increased to 3
-Great Priest Income increased to 7
-Great Priest now provides +2 food, not +1 Hammers
-Great Artist Income decreased to 2
-Great Artist Culutre increased to 14
-Great Scientist Science increased to 12
-Great Scientist Hammers increased to 2
-Great Merchant now provides +5 commerce, not +1 food
-Great Merchant Income increased to 9
-Great Engineer Hammers increased to 4
-Great Engineer now provides +1 Income
-Great Engineer now provides +2 Science
-Great Military Instructor XP increased to 3 (To compensate for Barracks being only +3 in Warlords)

Promotions:
-Combat IV now requires Bronze Working
-Combat V now requires Iron Working
-Cover now requires Archery
-Formation now requires Animal Husbandry
-Ambush now requires Rifling
-Blitz now requires Horseback Riding
-Guerilla II now requires Hunting
-Drill IV now requires Feudalism
-Barrage 3 now requires Construction
-Accuracy now requires Mathematics
-Navigation I now requires Sailing
-Navigation II now requires Compass
-New promotion: Form Up (Requires Combat V or City Garrison III; +10% Strength/Heals units in same tile +5%)
-New promotion: Suicide (Available only to Suicide Bombers; +10,000 Strength when unit is sacrificed)
-New promotion: Loyalty (Available only to Aggresive civs; -50% gold needed to upgrade units)
-New promotion: Woodsman III (Requires Woodsman II; +50% defense in Jungle/Forest)
-New promotion: Flanking III (Requires Flanking II; +25% withdrawl change)
-New promotion: Mobility II (Requires Mobility Il +1 movement range)

Units:
-New Unit: Suicide Bomber (Unique Unit for Islam; 1 Str, 1 Mov. Cannot capture cities or plunder. Starts with Suicide. 65 Hammers)
-New Unit: Holy Crusader (Unique Unit for Christianity; 9 Str, 1 Mov. -20% City Attack/Defense. Gains experience at a slightly increased rate. 75 Hammers)

Universal:
-All world-size based tech percent increased by 10%

That's about it for now. I'm leaving the country until July, and hence, no Civilization 4 for me.

I plan to make a few more changes, notably changing the values of some specific wonders (Like Chichen Itza, the infamous "useless" wonder) and add unique units for all 7 religions. The religions need to be balanced, as Buddhism and Hinduism spread a lot faster and farther than the other religions.
Also, the civics will be modified to have a much greater impact on overall gameplay.
