ATI 9800 all-in-wonder series 128MB. Its summer and my graphic card is HOT :run:. I have the CPU fan on top and a small fan on the back of the tower blowing air out its fairly weak though. Should I get a better back fan to blow air out? or should I get one of those fans that blows cold air to the card? does it matter that my case is wide open? should I close it up and put a stronger fan to blow air out? Need some help and advice on what can I do to reduce graphic card temp.

It would be better to leave the case closed as that will force air across your board instead of being dissipated out the side. A fan pulling air in the front of your case and a fan pulling air out in the back of the case will also aid in this, if your case isn't already set up like this.

Just how hot is the card? Many (if not most) can run safely at temps approaching 100C... and you have to be doing something pretty bad to get those kinds of temps. Heck, the cooling fan on my now ancient GF4 card died sometime back in 2003 - it'll get so hot that it'll burn the heck out of you if you touch the heatsink, but the card's still going strong.
IOW, it's doubtful that you actually have a problem.
Keep your case closed. While opening it may give cooler temp readings on the CPU and soforth, it destroys air circulation within the case so that you end up with pockets of hot, stagnant air around some components.
