I would like to open a discussion on whether governors should be voiced during turn chat. It is my hope that once the discussion gets going we can have a poll about this issue.

There was a poll and discussion about voicing here. (http://forums.civfanatics.com/showthread.php?s=&threadid=22166) As far as I can tell this poll was about the number of voices per department and not about governors.

Our governors have a great responsibility and much authority since they set the build queues in our cities and they can only be over-ridden by duly prescribed constitutional methods.

Section F of the constitution descibes governor's powers. (http://forums.civfanatics.com/showthread.php?s=&threadid=19271)

While it is hoped that governors will post queues at least three builds deep so that any objections can be discussed in the forums there will inevitably arise circumstances during turn chat which may be cause for these builds to be changed. It would be much more efficient to have the governor at the turn chat and able to speak to either authorize any needed changes immediately or to defend his or her current build.

Having the governor in another room and forcing him or her to relay authorizations or objections would mean the governor's words are not recorded in the turn chat log.

I think governors should be voiced at turn chats.

I also agree that governors should be voiced. They should, however, try to listen more than talk, to reduce noise. If a situation arises involving their province, they should most definately speak up, however.

as the governors are also part of the coc, they should definitely be voiced. they are an official mandate and in the coc they even come before the chat-representatives (which in my opinion should be taken out of the coc)...

but another point:
maybe we need a seperate section in the constitution describing in detail how the chat-turn should take place? all those points would then be part of it (pre-announcment, who is voiced, what to do if save is lost/unavailable)

I think all citizens should be voiced.

I'm definitely in favour of Governors being voiced. Not sure how I feel on the subject of voicing for all... I'm gonna have to give that one some thought before arguing for or against it.

Good work, Donsig. Starting this needed discusion before polling was the way to go. I agree with you that Governors should be voiced. I also agree with Eyrei that the Governors input during a turn chat be limited to situations involving their Province or information concerning their Province. They are very high ranking officials and need to shown the respect of a voice at the chats.

I agree with donsig that governor should be voiced, even if I never have been on a turn chat, becouse of the time.

Thanks Cyc! I wonder if we need a poll though. Disorganizer has made a chat voicing thread (http://forums.civfanatics.com/showthread.php?s=&threadid=22548) and the governors are listed in it.:)

While I tend to agree that governors should limit their input to that regarding their respective spheres of influence I dare say the same should be said of the department leaders as well.

normaly, imho, the chat should look like:

1) player describes situation
2) then ask every department in turn for their decisions. maybe answers questions
3) repeats a summarization of steps to take
4) plays out steps
--->1)

no no discussions between departments should take place... if there are discussions needed in the chat, they should be done in the forum instead... we do not have to play 10 turns per chat, we could always stop before.

the mass of decisions taken in the chat is the reason for our citizens leaving the game because of frustration
