I'm thinking about doing a "great powers" mod and want to have many, many, rulers for at least the great powers. Say 42 for the U.S.A., etc. Is this possible, how could I do this? There are also other things I'm thinking about, like maybe having civs be able to have trade unions or something like that. Any opinions, ideas, comments, help? The latter would be particularly appreciated!

The hard thing about what you are proposing wouldn't so much be including 42 leaders (so long as you are content with static leaderheads), it would be making those 42 leaders different enough from each other to warrent their inclusion. I'm not going to play a mod that has every US president if all of them behave or act the same.

Well every US president has a different personality. I mean it wouldn't be much to change their characteristics although there could be controversy with what I would pick... but also I was thinking about having the civics they would have prefered. For example, I'm thinking of trying to make it so that if for example you were Washington you could not get rid of slavery or if you were Bush II you couldn't pick environmentalism, etc.

I'm just saying that if you have 42 for the US and another however many for each additional nation that you want to include, the original civics and traits in CivIV probably will not allow for as much diversity of personality as you will need. You will have to expand and rewrite some of those charictaristics or figure out new ways to employ them if you really want these to be seperate leaders rather than about fifty leaders with multiple faces.

I get what you say... even with what I'm proposing it wouldn't be enough. I could probably get bette results if I cut down the numbers I guess.
