You may want to lower the caps if you want a more receptive response as a lot of people tend to stay clear of posters 'yelling' their problems....and it also hurts the eyes to read your post.

That aside, you may need to give some additional info for people to help you. What version of civ do you have (vanilla or warlords).

Have you modified the actual WBS file in a text editor like wordpad, MS Word, notepad. If so which one?

What did you change if you answer yes to the last question.

I may not have the answer but atleast it allows others to guess what may need to be checked.

Also, if using civ vanilla, have you tried the YAME utility to see if you can cut and paste the map into a fresh file? Search YAME on the utilities section for this useful little map editor.

I have been successfully modifying *.CivWarlordsWBSave using Notepad.

Then, I cut and pasted a very large one into Word for easier editing and saved it to .txt.

I have changed extensions from .txt to .CivWarlordsWBSave.

I selected Windows (Default), Insert Line Breaks with CR/LF and allowed character substitution on the conversion menu box. I have also tried MS-DOS with and without these selections.

I have cut and pasted the text into emptied out-copies of existing .CivWarlordsWBSave files.

I am still getting a failed to read message.
