We have one remaining settler, who has been waiting to found a city for a few turnchats in the interest of not increasing our maintenance costs. There is a old suggestion in civ4 that i read...(tax rate at 0gnp loss)

tax rate at 100 to 80 build cities
tax rate at 80 to 60..only build for a specific important resource
tax rate 60 to 50..only build for a military resource that you must have to surfive.
50 to below...DO NOT BUILD

I should have been more specific. A new poll would be needed to change the existing result (from this poll) from yes to no.

I think this city is already voted for, simply not built. I think this poll does the job nicely.

Actually this poll has already been reversed by a poll called shall we settle the proposed location 2 which was posted after this one when we realized how high our deficit was. We do need another poll to validate the site, this one isn't sufficient.
