I do not understand why there is a culture limit.

The same reason as there is an era limit- the eras and cultures are inter-Dependant. Of course, if you could set graphic+sound locations in the pediaicons.txt file, or the editor, and you made sure you updated each era/culture group you added, I'm sure it could work perfectly fine...

Well my favorite civ was Japan, for my early games, then one day I decide it to choose random, and I got Ottomans, which I liked very much, so I start it to choose then all the time.

Not to long ago I add some more civs, + units, and decide to go random again, and I got the Romans (which I never tough about playing then, as they usually are week in my games), but I love their UU, 3/3/1 at a early stage of the game, is great, I can just build worriers until I discover/possess iron, and I can get lots of UUs and destroy any neighbor around.

So those are the three civs that I play the most now, but each are a different culture, so I can't vote at the poll, I can't pick one.

How about something really different, like the Diné (http://en.wikipedia.org/wiki/Navajo_people), the Druze (http://en.wikipedia.org/wiki/Druze), or the Tocharians (http://en.wikipedia.org/wiki/Tocharians) (well, a T is almost a D)?
