A novel question. :) I suspect that the AI would ship units just as it usually does. I have a scenario with plenty of small islands, and the AI builds workers even on 1x1 tile isles and just keeps them there, while mainland could use that workforce. Sure you can check that box but it wont do anything other than confuse the AI since it is in the air missions section and any unit that isnt marked as air cannot use those actions. Basically in order to have rebase you have to have a unit that is immobile so I dont see how that would do any good. About a confusion for the AI, I havenīt tested it with the rebase flag. But I made tests with another flag with astonishing results about the use by the AI (but at present I donīt want to make this more public as here first some other things must be cleared). Why limit yourself in the first place? If your intent is to ensure you have workers on every landmass with your cities, you could make an improvement like Graneries produce workers.
