This is a followup poll to whether the Domestic Department should currently be governing the Capital Province. LINK (http://forums.civfanatics.com/showthread.php?s=&threadid=22552)

That poll finished with an extremely tight margin (1 vote) and supported the current governance of the Capital Province by the Domestic Department.

If this poll returns a result that the Capital Province will not ALWAYS be governed by the Domestic Department, we will hold discussions and a poll to determine exactly when control is passed and a new Governor is elected.

My take is YES. Since governing the Capital Privince at the current time was confirmed via poll, I can't think of a milestone in the future that would make the current choice invalid.
