I was just thinking you know whats realy missing in civ 4? The ability to Bombard the city to size 1 and below. (no city should be remain standing after a stack of ICBMs hit it.)

Good idea for a promotion. Perhaps some units can get a World Destroyer promo to do that. I'd make an exception and say that for every pop point killed, a free partisan unit is generated in it's place (perhaps a :strength: 4 unit, 100% vs. melee, zero upkeep).
