Ideas for new promotions:

Fire Attack
+ 100% Attack against Jungle and Forest
25% the Forest/ Jungle burn down
(can be chosen after combat 2)
(available to Melee, Archery, Siege, and Gunpowder Units)

Sneak Attack
+ 3 first strike chance in Attack
(can be chosen after combat 3)
(available to Melee Unit and Gunpowder Unit)

Bravery
+ 25% Attack Strength
(can be chosen after combat 3, Great General Required)
(available to all Units)

Caution
+ 25% Defense Strength
(can be chosen after combat 3, Great General Required)
(available to all Units)

Rush
+20% Attack against all unit in Non-Forest, Hill, Jungle, Fort and City
Half withdraw chance
(can be chosen after combat 2)
(available to Mounted Unit)

Morale 2
+ 5% Strength to all Units in a stack
(Great General Required)
(available to all Units)

Deceit
In combat, if the battle odd is 90% or above, the Unit with this promotion wins (he may still take damage)

(available to all Units)

Tactics
Causes collateral damage
(Great General Required)
(available to all Units)

Strategy
Can choose enemy target

I like the idea, although the least is a bit overpower.
Also, a crusader promo could be added - having a chance of spreading religion to conquered cities. Consider balancing fire attack - removing it frmo melee and adding it to armored, give it a minus against armored units.

Forest and Jungle already gives a 50% def, the purpose of a fire attack is to negate this def bonus and cause panic on enemy. 100% atk bonus actually gives a 50% atk bonus when the def is accounted. Perhaps reduce this effect to 75% atk bonus, which gives an overall bonus of 25%. However, this promotion is only worthwhile in the ancient to medieval age, as most forest and jungles will get chop eventually.
