While thinking about agriculture's imbalance, I was struck by the thought of maybe restricting some of the civics depending on other civics.
For instance, Pacifism and Military State doesn't really fit together, and neither does Slavery and Protect the Meek. Would it be possible to make these restrictions, and would it even help? What do you think about this matter?

Its possible, even easy to do. But I dont think it nessesarily makes the game more fun. And it will result in a lot of questions from players about the fact that they are unable to select various civics.

Nah. If you wanna restrict them for roleplaying reasons then maybe do it manually while playing.

I don't think it's a good idea to restrict players from making weird combos. I mean veil with Elohim might be weird, but why should I be restricted to using the combo?

It's like in Vanilla, you play a different history when you play, you don't replay history.
