I would like to see fishing boats be able to be built on any water tile like mines can and have them provide bonuses similar to the way farms do however a bit less.

I myself made lighthouses available for every city in my empire, means even to non-coastal ones. Does a good job either. Makes many possible settle positions much more viable. I'd like to see the Colossus Wonder brought back from vanilla, not necessarily with the same name and graphics, but the effects of it. +1 Commerce on every water tile in the city radius. And then I'd like to see another wonder that gives +1 Hammer on every water tile in the city radius. And then maybe some other buildings to improve on the water more in some ways. This idea would completely kill gameplay on Large or Huge maps. Even having to build city-specific buildings would be a pain in the ass once you get 10+ coastal cities, but its a hell of a lot better than having sea workers. I'd rather see a semi-expensive techs branching further off the sea-faring line that would give slight bonuses to coastal and ocean tiles...or maybe just coastal tiles. Most civs could ignore these techs without suffering too much, while others (ie, Lanun) would probably implement these techs into their overall strategy.
