What are some civs that you would like to play even if they aren't historically accurate or there is already a civ that is similar?

I go with the Penguin Civilization now that we know they invented singing, tap dancing and surfing. (Obviously they should be creative/protective.) They should get a +2 food bonus for water tiles, +1 movement across ice (since they can travel on their bellies) and a march bonus and amphibious attack. In addition they should be able to march across the ice at the northern and southern boundaries of the world, coming across 180 degrees opposite.

On the other hand, that lack of opposable thumbs is going to cause trouble for handling gunpowder weapons.

Monaco - immune to invasions and gets a lot of money from all other civs because of its casinos.

Atlantis is the only serious civilization, and the only world superpower civ that Firaxis never bothered to add... its also pretty much a golden example of the best (and worst) of a civ... i was surprised they never added it... ;)
