I have an idea. One unit can raze one population. One unit raze a city immediately when a city has only 1 population. It does make sense. 10 units are required to raze a city has 10 populations. If only one unit is trying to raze a city, it will take 10 turns. It looks like a worker-wise. How about this?

I like the idea, although there should be a min amount of turns required to raze, say 3 or so especially for the older larger more developed cities.
It'll give the player/AI time to save the city from destruction.

There's a modcomp out there that lets a unit "pilliage" away a point of population from a city in resistance. Essentially, you capture every city, and raze cities by simply pilliaging them to death within the resistance period (pilliaging also increases resistance, so you can always raze any city with any army size, though larger ones take longer to fully annihilate).
That would certainly make more sense, given that a large suburban area requires three pilliages to eliminate (meaning that three units need to expend their turn's attack and a movement point to destroy a Town in one turn), while even the largest city is instantly annihilated if it gets invaded by a disgruntled attacker.
