here you should state which things are missing in our constitution and maybe how they could be handled.
for the fine-tuning of the constitutional change a seperate thread should be opened then.

* when is a poll valid?
i would propose a citizens limit which has to be reached and a minimum votes-count difference between opinions. also the minimum run-time should be defined.
* how are invalid polls handled?
i would propose bringing them to cabinet-vote
* what happenes is a cabinet-member or the president leaves?
the deputy / vice-president should take over, i propose

#3 - isn't that what's implied somewhere in the constitution?
Section A
Article 5: The designated player (see Chain of Command) should start the chat at least 10 minutes before the scheduled time and begin play at the specified start time.
Section C: The Executive Branch
Article 5: The Vice President is the deputy of the Executive Branch and takes over in the event that the President is missing.

Good stuff! I was also thinking of proposing a quorum. We have 8 Cabinet members. Make 5 a quorum. There are around 25-30 active citizens. Make 15 a quorum. Polls (whether Cabinet or Citizen) are invalid unless a quorum of voters responds.
Invalid Citizen polls could be passed to the Cabinet, left to the appropriate Leader or simply dismissed.
Invalid Cabinet polls could be left to the President (would give this office more power) or dismissed.
The last one is already established but it hasn't been spelled out precisely in the Constitution.

ok. this would be good. if we then only use cabinet-polls for constitutional changes and this purpose, we will give the citizens much more power. we will prevent major decisions being taken to cabinet.

Administrative Cabinet Polls are one of the only things the Pres has real power with. He can use this to override a Leader's decision. I wouldn't want to take that away from the Pres, there's already enough talk about the Pres being a figurehead office.
