It seems that the civs included in a scenario can only be predetermined. Is there an easy way to implement random civs in a scenario with each civ starting at a specific starting location on a pre-made map?
I suppose there is a work-around by using a 32 civs dll. Including 32 civs in the scenario and, with python, randomly giving settlers to only some of those civs at their respective starting locations. But is there an easier way?
