build 302:

I was able to start a golden age w/just one scientist. Did not try it w/other GP yet, but apparently one GP is allowed to start a GA. I believe this is a bug (instead of a banlance change). Correct me if i'm wrong.

That's how it is supposed to be. The first GA costs only one Great Person.

It took two in Warlords. I can't even remember back to vanilla IV but I think it was two as well.

It's a feature. They were kind enough to include a "Beyond the Sword Rules Changes" article in the Civilopedia even with detailed usage of new features.

Also, a welcomed change for those (like me) who don't have a precise Great People plan : "Oh look, I just popped a prophet! Now where shall I put it...?" :-)

Not a bug - its a rule change.
