Now I know that Beyond The Sword is out soon and I will play that and enjoy it. However due to there being no ideas forum or a general civilization games forum, this place seems like a decent place.
These are my views and ideas put forward not only in the vain attempt to be noticed by the Civ devs :lol: but also to see other peoples ideas and consider what we would like to see and/or change in Civ5.
1. Borders should be changed so that they are not nearly as invasive. They should not spread right across the ocean and seas and should stop on the edge of the land. They will only expand on land squares. If another civilisations units crosses into your borders you will only be notified if they are visible. You would have various options to deal with such incursions such as declaring war, taking them hostage or expelling them to their nearest city.
Regions (see below) could be important as potentially two countries could share one region (such as Pakistan and India with Kashmir), although how that would work I don't know.
2. Territorial waters. Whenever there is a border on the edge of the land, one square of coast is designated as territorial waters. If you spot another civ's vessel in your territorial waters you could either expel them, take them prisoner or sink them. If you sink them however there is not an automatic declaration of war since the other civ knows its not supposed to be there if its a military vessel and/or holding military units.
3. Regions. You should be able to split your nation into regions just like in real-life. This would increase culture in the area and generate more money and not only keep people happier but generate more. You could create a region with no cities or have city states like in the Athens of ancient greece. There would be benefits besides that of culture such as increased defence for any unit that was built in a particular region (they have to be in the region for the bonus to apply though). The city range of of tiles would have nothing to do with regional borders. A city could have part of its resources in different regions
Examples would be for example in a region with no cities and any forts in there would provide an increased defensive bonus. A city state of one regional square would have less corruption for example and increased defence but less happier citizens. Picture a normal region that would comprise of three cities at least with defence bonus's for all units produced and defending in the region. The defensive bonus would apply to the whole region and not just the cities.
You take such a thing further as in it could be that its not the cities that produce borders but regions. If you have no regions that would make governance easier and unhappiness would be reduced and possibly more money made. With regions however your borders would expand a lot further due to more culture being produced within them.
A problem with regions is however that they could break away from your empire and become independent. Even if there are no cities in one barbarians and barbarian settlers would be produced from such an area. A city state is less likely to become independent due to its small size. Culture and size is important to determining a regions ambitions in the future. If things go particularly bad half your empire could split in two and become two nations. A region once created cannot be destroyed and can be named.
4. Artillery can strike from multiple squares away. Catapults would be as normal and have to be right against a cities gates. A Trebuchet could bomb a city from two squares away, cannons three, howitzers 4 etc. Might promote cross-border shelling.
5. Earlier game diplomatic units. Spies are not just confined to the 1900's and onwards.
6. I havn't explored all the possibilities of Civ4 but I do know I want to carry nukes in subs again (from civ2 as I remember it). It should be limited to a certain amount though. Likewise carriers should be able to have bombers, nukes and helicopters. Space would be limited on a carrier though. They could even carry one or two trooops with them for amphibious tracks. However carriers cannot move as fast as transport ships.
7. A space ship sent to Alpha Centuri shouldn't just stop there. You should control, the colonists and keep going. Add it as an option if you will.
8. Vassalage would return. You could however attack them anytime you like and they could do likewise to free themselves from it. You could remove a vassals citizens to work for you and this would increase tensions betwqeen countries.
9. Alpha Centuri could invade Earth. They build their own spaceship(s) and have different civiulizations on their world too?
10. Civil war. Not the splitting of regions but those opposed to current rule. Cities would still be yours but partisans would appear from them and attack military units, cause unrest if they are in your cities and reduce money flow by being in the land around cities. They can share the cities with your own units and choose either to attack or conceal themselves there. You can do the same. You can win a civil war by defeating all partisans for a number of turns. In that time though regions could become independent depending on culture as they are released from your nations grip.
If the partisans capture two thirds of your cities they will win or if they capture the capital. If they capture the capital then you lose and the ai continues as that nation. If they capture two third of the cities then they take the nation and with your remaining cities you have to choose a new name for your new nation. They will still be at war with you until you negotiate peace etc. Partisans will make demands and if you give in to them there is a chance the partisans go home.
Anyway some ideas for what I hope a future Civilization 5 can do.
