in "Final Frontier" scenario i experienced this: Kanji Takeno made a second appearence in the box score(in orange,like another leader).
I could have talked with him,made exchanges,etc...I don't think it was normal,but in case let me know :)

Well, this isn't 'the bug'. The 'bug' (if it is one) is that colonies that get split off can have the same leaders as ones that are already in-game. So I'd say that this is just the colony issue again.
