I saw that the Fall from Heaven mod has civics only allowable under specific situations, and I wanted to make a scenario where I had civics only accessible for specific religions. Is there anyway in the normal XMLs of doing this?

Nope it would require some SDK moding, alternatively it might be possible with some Python.
