dont know if this is a bug or just something thats happening to me but, during the late game if i tell any naval unit to explore, all they really do is go round in circles rather than go and explore as much as they can.

Happened to me also, I had to move my caravels away from the coast manually and then they explored all the seas.

Seen this with scouts as well, my own an AI's. They sometimes get stuck near the coast and ofter a peak is involved as well.

Don't have a save game since this was in my first game. I used the custom_continents map.

Happends to me too, all the time. So i go manually for exploration :(
