Correct me if I'm wrong, but isn't a lumber mill supposed to provide one extra :hammers: and one extra :commerce: next to a river? In my current game a lumbermill on a riverside grassland forest is producing 2 :food:, 3 :hammers: and 1 :commerce:. This is without railroads, of course. Is this a bug or am I missing something obvious?
The tile in question is one east of Cuzco.

D'oh! Like I said, I missed something obvious. I have a dike in the city and with the almost complete lack of rivers anywhere, I didn't remember that they also provide the hammer bonus to river tiles. Thanks.
