I've just played a game, where I basicly took half of his continent without them attacking, just defending and actually fleeing the cities that I'm attacking (first time I've ever seen something like it). Only his frigates tried to stop me from sending troops to his continent, but other then that it was strangely easy ... it almost felt like they were in barbarian mode. Anyone else noticed that ?

Yes, he seems awfully peaceful. In one game I declared war on him to kill one of his settlers about to found a city near me. For about 30 turns, he did absolutly nothing and then offered peace.
In another game I discovered a gimped Ghandi in arctic regions. Two of his cities had been conquered by barbs. I had about 2k points, he had 500. As soon as I conquered one of the barb cities HE immediately offer ME to be my bitc... vassal.
Havn't seen Ghandi being aggressive at all so far.

Perhaps the deliberately made Ghandi like this, so that there were all sorts of aggressive levels.
It would be logical seeing things in a spectrum.

I'm inclined to say that this isn't a bug.
