Ok I have a scientist, I have corporations, why can't I found the ethanol corp? What am I missing?

Ok ignore this, it requires Plastics too (pressure--playing too fast, sorry peeps, must have Corps, must explain State Property, refuse to play at anything other then marathon--rest is just arcade version Civ):)
