Is it possible to get one of these with another Civ in Single PLayer vanilla?

I can't seem to find where the option is in the trade screen. I get defensive pact but not alliance. And yes, we both have communism.

You have to enable it by making a custom game and checking the box for it.

They're slightly harder to get than they sound. You need to have a defensive pact or shared war with your potential ally for many turns before they'll agree to one, and no-one will ever agree to a PA with the civ who is at the top of the power graph (which will often be the human). I've not had any real experience with them myself, due to the above issues - I don't know whether the turns of defensive pact/shared war need to be consecutive, nor whether it's okay if they're a mixture of defensive pact and shared war, or whether it has to be X turns of one or the other but not both.

Finally, there are some leaders who will never agree to a PA under any circumstances (they'll give you the message 'we just don't like you enough' no matter how friendly they are). I know that Alexander is one of these, but I can't remember the others. Tokugawa is probably one of them. I call it a "god complex" - they won't form an alliance with mere mortals.

You have to have researched Fascism or Communism and have checked the "Enable Permanent Alliances" button on the startup screen.

I'd heard 40 too, but I didn't want to quote it as I'm not sure which speed that's on. I'd read it on here, and most people on here only seem to play marathon. I play quick. :D Presumably it varies with speed? Any idea how?

I was able to get a PA with Churchill once, what it does it makes sure you always have an ally and you dno't have to worry about them attacking you, and you can tell them what to research tech wise. When one civ discovers something you both get it. Also a win or a loss will go to both partners.

That's a good question. I assume they become a kind of 'hive-mind' where they cease being two distinct AIs and become one, big one, at least in terms of research. I'm just guessing, though. I can't back that up at all :p

My guess is that the "first one" gets to pick, where "first one" means furthest to the left on the main diplomacy screen (the pre-BtS one, I mean). But who knows...I guess it's not exactly a major issue, anyway...

You do not have to really research the same ones, but most of the times the AI would both see a certain tech as the way to go, and both research it separately though as PA members they help each other out..

It is not like (When you have a PA partner) that you tell them every single thing to research unless you want to. They do choose their own still. So neither "picks" it. At least that is the way I see it..
