I understand the functions of it, but how do I actually go and use the functions. I have been elected as Pope and I've looked under each of the buttons on the screen and in the city where the AP was built. However, I can not find anyway to make resolutions. Is my game screwed up? Can anyone answer my dumb question?

I don't know 100% sure, but I think the resolutions come randomly. I had the AP and sometimes a window would pop up which made me chose between three civs with whom all trade could be ended. The three civs were non-AP-religion civs. Those are, by the way, the only resolutions I ever got as leader of the AP.

On my little continent, everybody belonged to my religion except Gandhi, who voluntarily vassalized to me. Everybody liked each other, more or less, until Suleyman adopted Free Religion and finally could start to be cautious of me. When my religon spread to another continent (with some help from a couple of missionaries) and they also converted to Hindiusm, a resolution came up suggesting that all adherents to the True Faith shpuld sign Open Borders agreements with easch other. It passed like a warm knife through butter.
