BTS introduced Shwedagon Paya, a World Wonder which opens you all Religious civics. The Pyramids have been here from the 1st version of CivIV. So I'm starting to consider Industrious as a minor war trait, because both wonders mentioned above cost much at their era, and Police State with Theocracy is powerful combo during Classical times. In the game, Augustus Caesar could with both of these have CR2 Praetorians without combats, and maybe CR3 Praetorians if he would place his double-fast emerging GGs as specialists all in one city. So I think it's a minor war trait, what do you think? And don't forget that Forge gives production bonus to military units too!
