Clarification: A Deputy is “appointed” when there is no Deputy elected (single candidate election) or a vacancy is caused by a Deputy retiring or being promoted.

I support a council confirmation vote. I think that anyone who may hold power in our nation should have been confirmed in some manner.
I think a council confirmation would suffice for this (now seemingly) rare instance.

How about the second place vote becomes the deputy. This seems to happen anyway.
In the case of no voting (such as Military dept term 3) the deputy should be appointed and then ratified by council. If there are no nominations from the citizenry it might indicate that most people don't care.

Daaraa - The second place vote does become the Deputy. This poll handles the situation where there isn't a second place vote or the position becomes vacant mid-term.
