An opening could be created by various retirement/promotion scenarios.

This topic was discussed here (http://forums.civfanatics.com/showthread.php?s=&threadid=23043).

This poll will run for 48 hours, ending 18:00 GMT on Thursday, May 30.

EDIT: Clarification. If there is a Deputy, the Deputy will take over a vacant office. This poll will determine what happens when there is no Deputy (the department/province is completely vacant).

if voted other:
deputy-> leader
2nd runner up in the election->deputy
if noone there to fill the deputy, run without(!)
if no leader available this way: election 2/2days

Is this poll asking how we replace a leader if there is no deputy?

Yes. "Leader" also covers Governors.

as we dont have deputies for governors, this is misleading. we will always have deputies for leaders (always had). unless shortly before a election-phase. we will then have no problem with replacing leaders, only with governors. i think this poll also is covered in the governour-deputy poll in the forum.
the governors could always be replaced by the domestic leader or deputy till the next elections.

Maybe I should rephrase my question...

If we lose a leader and that leader has a deputy in place does the deputy become leader?

Does this poll seek a replacement system only when there is no deputy in place or is this sytem to be used every time we lose a leader?

Only when there is no Deputy. If there is a Deputy, he/she takes over for a departed Leader. This poll is how to fill a (completely) empty office.

I voted for President appoints a successor that is confirmed by the Cabinet.

In the case of the President only, I would propose 2days/2days elections, with the VP (then COC is needed) acting as interim President.
