None. I think they should just be replaced as needed or we make do without, as we are now. Adding a back-up-citizen-voter-for-cabinet-polls will be quite useless for most terms, I think.

Well chief, I think the citizens need two votes in the Cabinet. Even if we don't get a replacement for the one that goes AWOL, they remaining council member would duplicate their vote to show public support on the issue.

If one at large cabinet member resigns or is missing, the poll posted by the other one should count as two votes. If both resign or are missing, an emergency election should be held, though until it is completed, the president should be responsible for posting the appropriate poll, and noting the results in the cabinet vote.
