Should we adopt the new provincial borders for province #6 and province #10?

There will be no veto of this measure. I would like to state for the record though, that I think the process for establishing provincial borders is much too slow. Someone in the government should be given the authority to set our provincial borders as our country expands. We need to know what province a city is in when we first have the city. Any new cities should be immediately assigned to a province so the proper business of the government can carry on. Then once set by said official, the borders could still be changed through this slower process if the citizens so desire a change.

sorry to post in here, but:
this is a non-existing problem, as the border had beed discussed and decided far ahead of time and for territory far inside other nations. this cabinet-vote was just for a change to the already discussed borders.
the proper buisiness of government can also carry on if a city is not within a province, as the domestic leader then covers the city.
