most definitely, unless all the other civs have all together less than 10% of the land and you have 40%. and then you crush them all. that'd equal conquest iirc

Yes, and on larger maps this is sometimes necessary since your economy may not be able to support all the cities you conquer.

An alternative is to vassalize (either voluntary or capitulation) all the remaining civs. This too will give you a conquest victory.
