So I install BTS, set up a custom scenario, industrial age, 20,000 gold, marathon, and get to it. Everything goes fine until I start to explore and contemplate expanding. I realize that settlers cost me 946 hammers each, more than any of the Industrial Age wonders!
Is this normal, or is something seriously buggy? The cost is the same in every one of my cities, and even the (in-game) Civilopedia has Settlers listed at 946 hammers. None of the opposing AI's seem to be expanding either, probably because of the almost 40 turn cost for a Settler...
What's going on?
