Cyc May 31, 2002, 04:33 AM First order of business, for me anyway, is to thank all the people who put me in office. I would especially like to thank the Duke for his quick handling of the situation. I will do my best to meet their expectations and to bring our yet to be named Province to a level of glory equal to the other Provinces of Phoenatica. At this time I would like to congratulate all the newly elected Governors returning to office, and all of the Term-3 Leaders, Deputies, and Council Members. I now offer the resources of Province #6 to help move Phoenatica towards its Cultural Victory.

hey cyc, if you discworld-inize you province i will move there with the census office and all associated services! (is that bribing a governor?)
I would propose "Ankh-Morpork" for Heliopolis (you are allowed to rename 1 city in your first week!), the river near it "Ankh" and the mountain range around it "Ramtops".
I would also like Delphi to be "Dunmanifestin", but thats just a bonus.
Cyc May 31, 2002, 02:18 PM This Province has been named. Our name is Kashmir. Mainly the name was chosen for its location, geographical features, and with a hint of it's ethnical history.
The Capital City of Kashmir is Cyrus.
The Provincial Government is appropriating Mountain #7 (yet to be named), located on the map under the pop number of Heliopolis, from the city borders of Heliopolis. As one of the tallest mountains in the area and strategically located, it will be a vital resource in the protection of our new Province. Construction of Government and Military facilities will begin immediately.
We will begin commerce and friendly relations with the Greek cities within our borders. Please refrain from any aggressive actions against the Greeks until sanctioned by the Government.
As per the suggestion of our great Senior Council Member, we will be applying for CAP funds to subsidize the building of Cultural improvements. We again congratulate Shaitan on his election victory.
Welcome to our Province.

I have asked FA what can be done to remove the Greek forces from Kashmir. I have asked the Culture Ministry and domestic departments to refund CAP and I plan to continue work on the national railway especially that portion through Kashmir.
I ask the governor to review the cities of his province and enter any needed instructions in the turn chat thread.

Shaitan touched on what I believe is the appropriate response to this problem. Let the Governors request work to be done by workers (where ever the workers happen to be or who ever the are). I submitted a request in the turn instruction thread for the worker by Cyrus to stop mining and clear jungle, as Cyrus had no available food. No food, no growth. I could see no reason for the DP to put a worker to mining right next to a city that had no growth. So I made the request. It was ignored and the worker went the other way to build road for the upcoming railway. It should not have been this way. The railway is important, that's why there was already 7 or so workers building rail a short distance away (one of which a city in my province produced for this project).

First of all, there is a constitutional void concering who controls workers. Since we have not agreed on who has authority over the workers it is difficult for me (as designated player) to know who to take instructions from.
Second, the governor's request was not ignored. I was well aware of the request and simply decided that the road to Alexandria was more important right now. I based my decision on the number of Greek units crossing our borders into Kashmir right now. I did not follow eyrei's stipulation that the Chondote worker go directly to Thebes for the same reason. (That worker is laying rails between Chondote and Cyrus.)
I ask that both Governor Cyc and Governor/Domestic Leader Eyrei have a little patience while the vital rail link between Chondote and Thebes is completed. As we make progress on our national railway system our workers will be available for the projects requested.
EDIT: Looking over the situation I noticed that Cyrus has an irrigated tile that lies on the proposed rail route to Alexandria. Once that tile is railroaded Cyrus will grow again. Thus, both the governor's objective and the national railway are both furthered. A happy ending?:)

did you look at your neighboring province? I think the province borders should be rediscussed. As soon as i have access to my photoshop again i will post a proposal.
Maybe the patch left of the main province between asphinxia and new cormyr should be given to one of them, and insted we should combine province Kashmir and i think #10 to the north in direction of the iroquois. This would create a big province on paper, but as most of the lands are occupied by foreign nations, it will be not so big at all.

Cyc Jun 18, 2002, 08:44 AM If we can get Government approval, Dis, I'll back your proposal. The initial layout of the Provinces was made using the 126 land tile process. We worked away from the Capital Province the best we could and the present Provincial borders are what we ended with. With your proposal, Asphinxia and Kashmir may exceed the 126 tile ceiling, but I don't know if it matters at this point. Let's see what Phoenatica has to say.

Zur Jun 23, 2002, 11:48 AM Cyc, just wondering, does the province flag have something to do with the Muslim religion? Their signs are the moon and star. Green is also the colour for Muslims. Kashmir is also a Muslim place in real-life. Is there some purpose in your choice of the above of this is all just a big coincidence?
Cyc Jun 24, 2002, 11:13 PM Zur - Actually, I chose the flag because of the moon and star. It reminds me of an old song. I borrowed this flag temporarily from an international flag display. As soon as I get a new flag, or whatever, it will be replaced. As it turned out the flag was the flag of Pakistan, so I guess it all tied in together.

Cyc Jun 27, 2002, 02:28 PM People of the Province of Kashmir, I bring you good news today! Due to a redistricting of the Provinces of Phoenatica, our Province has taken in two more Phoenacian cities. Join me in welcoming to our Province... Chondote, a sister city of diamonds, and CSIM, a recently renamed city to the Northeast. Although we are now in a conflict with the Greeks, who have 4 cities in Kashmir, trade may continue until the end of the week. All trade will be at your own risk. Have all appropriate paperwork on your person. At the end of the week all trade with the Greeks will cease, violators will be prosecuted. On a different note, those cities may have Phoenacian governments in them by the end of the week.
Please people, keep a watchful eye to your surroundings and be safe.

Cyc Jul 02, 2002, 12:01 AM :( Well, people of the Great Province of Kashmir, I have come to formally say good-bye and leave the Office of Governor of Kashmir. It has been a great experience and challenge leading you through these hard times. We have seen war and food shortages and the lack of roads. But today, we have not only roads, but rails. We have an abundance of growth and happiness in our Province. Heliopolis, Alexandria, and Cyrus have been running on WLTKD's for centuries, now. As an extra bonus, I might add that Heliopolis is equal to Fox Nest, the great capital city of Phoenatica and the greatest city in the world, in science output.
We have recently, through war efforts, expanded our Provincial government again. We now include the great city of Delphi, just south of Thebes, and three other cities along our southern coast. It saddens me to leave you in these prosperous times, but you now have a new Governor to take my place. I will remain the mayor of Cyrus, and try to help when I can. Good Luck.
