Hi, I'm playing as Winston Churchill of the English Empire, single player, and I can't make a colony out of the cities I have on another continent.

When I open the "liberate cities interface", I get the option the grant independence to x, x, x cities (all I have on that continent), but when I click on it, the interface disappears and nothing happens... I've tried many times, restarting the game etc. I've also made a colony in another game with the same version (302), but that was in multiplayer.

Confirmed. I'll attach your save here directly, because that upload service you used is... painful. :ack:

Note: I said "Confirmed" because I counted and you had less than 18 civs left alive in this game. I don't think colonies can be split-off if there are 18 civs. Have some already been destroyed?

I've had the same thing happen (I should be able to provide saves if needed but am at work now). The only thing I could come up with is that the colony was (not surprisingly) right next to a civilization from which some of the cities had been captured. After I chose to form a colony and nothing happened, I wondered if the game was going to wait until I'd accumulated some culture there. Several centuries later, however, nothing has happened.

Here's my save game. I am running a Marathon length Next War game with BTS 3.13. Advance to 1714 and you should have the option of creating a colony from Portland.

 I had no problems granting independence to those cities in the domestic advisor, it did prompt me to do so on the first turn and that did not work for some reason - but doing so in the doemstic advisor screen was possible (curiously the option was only available for two of the three cities but once I hit it it asked me whether I want to create a colony with all three or liberate the city to washington).

Okay, same problem I think. I have cities on three continents. My main continent, 3 cities on a neighbouring continent, and 1 more city on the far side of the world. I can only make a colony on the neighbouring continent.

However, I think I can shed some light on this matter. If you have a look at the save I've attached, you'll find that I have a settler ready to build a second city on my far flung continent. Before building this city, if you hit alt-f1 you only get the option to make a colony on the neighbouring continent. Build the city, and all of a sudden you have an additional option for creating a new colony on the distant continent (as well as a third option to liberate this new city).

So it seems that a colony must have a minimum of two cities?

In this same game I later ran into the 18 civ limit, which stopped me from making any colonies at all. I can attach a save of that if anyone is interested.

Cheers.

yes you need 2 cities to liberate them (1 city does not trigger the colony maintenance and the game does not recognize it as a potential colony).
The 18 civ limit is coded into the game - in unmodded versions you cannot have more than 18 civs alive at the same time. (Note: using the unofficial patch you cannot have more than 18 civs total, removing some weridness from the 18 civ alive method the 3.13 patch uses)
