This thread is where I will try to highlight issues that I feel need the attention of our citizens. Our department leaders cannot formulate appropriate policy unless there is adequate input from the people! Please feel free to speak up in this or any other appropriate thread and don't forget to vote in the polls!

I'd like to thank everyone who voted and supported me for the Vice President for term 3. Term 2 ended quite literally with a bang, in the polls, and in the chaos and confusion in the last few days. This administration hopes to work out the problems that caused it, mainly forum design and communication concerns (i.e., getting one's message across, and making sure the other person sees it).

I know there is currently a turn chat thread proposal in the process of being approved but I would like to run a few ideas up the flagpole and see if anyone salutes.

I have started a turn chat instructions thread for June 2. (http://forums.civfanatics.com/showthread.php?s=&threadid=23789) The first post is for presidential office instructions and I envision this post as an organizational tool for aid in playing the turn. This post will not contain actual instructions but the order in which the pre-turn should be played and reminders for departmental orders that must be carried out during the turn chat.

An example would be doing FA instructions in the pre-turn before trade deals if FA has authorized negotiations that would affect the trade deals. An example of reminders would be notes about stationing new military units that will be built during the turn chat or renewing deals that will expire mid-turn chat.

I also attached the save that is to be used in the first post. I am hoping that the end of turn 0 and turn 5 saves can be posted in this thread as well.

I'm not sure where we are regarding laws versus consitutional amendments. It is my hope that many improvements can be made in areas such as this one we can first try implementing desired changes without resorting to passig laws or amending the constitution. Many things can be acheived by discussion and trial and error. It is my feeling that constitutional amendments should be reserved for broad changes and things like a citizen bill of rights. I feel the role of laws as being to add a little substance to the framework of the constitution while still leaving room for government officials to organize the government.

As an example of these levels I'd give this: It would be within the domain of the constitution to specify that the game is played using a turn chat. It would be within the realm of laws to indicate that a turn chat instructions thread should be used and a turn chat schedule posted ahead of time. It would be up to the president to make the schedule and format the turn instructions thread.

I hate it when I get a good idea and then find out someone else had the same idea way before I did!;)

I have edited the turn chat instructions thread to conform with the new proposals and I urge all department leaders and governors to conform to the proposal.

I see the council vote already has four yes votes. One more will pass the proposal. I am quite willing to adopt the procedures outlined in the proposal but I do not feel this should be an amendment to the constitution. Since it is a procedural question I don't even think it requires the force of a 'law'.

In any event, I think the thread title should contain the real time date as well as the game start year. Another thing I'm uncertain about is replacing the original save with the mid-turn and saves. First of all, this can't be done if the designated player is not the one who first posted the save. Secondly, I think the end of pre-turn and end of turn five saves should all be available should any concerns arise about what happened during game play. We could post our saves using the new upload feature. Is there a reason we're not posting this way?

Personally, I only use the new upload file server. Once a file is put on the server, it can't be replaced. If a replacement is attempted the new file name gets changed slightly. This is extra security. It does take a little longer to post and this is probably the reason this method is not used. I'm with you, tho. I think it should be used.

Eyrei is back in his old job as domestic leader but he hasn't been on-line during the weekends recently. We are currently about 30 hours away from the next turn chat as I post this. We will be in quite a quandry if we begin the turn chat without instructions from the domestic department so I'm calling on SKILORD, the deputy domestic leader, to formulate domstic policy for the coming turn chat just in case eyrei remains off-line this weekend.

In the absence of domestic department instructions in the turn chat thread or domestic representation at the turn chat itself, we will have to resort to spot votes during the chat concering issues under the jurisdiction of the domestic department.

As a reminder, the domestic department sets the tax/science/luxury rates, makes decisions regarding wonder building and settler placement and is also responsible for the build queues in Istar and any ungoverned provinces (currently #10, city of Chondote).

The previous turn chat was halted after 5 turns so our citizens could consider selling medicine and also formulate a wonder building plan that encompasses universal suffrage, theory of evolution, Hoover Dam and a military academy.
Greece and India are also at war with the Iroquois. Two cities have recently changed hands (Oka and Hieraconpolis). We should consider using CAP to bring Phoenatica's culture to the people of these war torn cities!

I would like to file an official statement of protest with the President's office. It seems our esteemed Domestic Leader has requested that todays turn chat be limited to 4 turns so he could set up another poll to direct the path our nation takes. He did this 6 ours before the turnchat. A person in his position should now better. Last time, he called for an end of the chat out of the blue and caused a whole bunch of discontent, including an investigation on you and a council member. Now he wants to preclude the turnchat so he can direct his nation in the way he sees fit. And don't tell me it was only a request. This circus is getting to be a bit much to take.

When he called for a stop of the last chat, he claimed he wanted to take the issue to the people. Now he wants to spring his issue on the people 6 hours before the chat, without a discussion or any input what so ever from the citizens. Very low handed, Eyrei.

I am not really sure how this was lowhanded, nor do I agree that I should not post my opinion about turn chats because they do not fit your opinion. I do, however, take my job very seriously, and requested that the turn chat be held to four turns because it is important that we have time to discuss and poll on the science queue. I am trying to get more polls posted so that we have direction based on the wants of the majority, but I seem to be doing most of it by myself. First I have to start a discussion, and then I have to wait 48 hours to post the poll, which means that unless I start the discussion the instant the turn chat ends, the poll will not be valid by the time the next one starts. Notice I didn't post a poll about changing the science queue until it was up for discussion long enough, which would have been low handed.

What on earth is wrong with posting another freaking poll to find out what direction we should take? Isn't that the point of this game? What the hell are you talking about?

Please stop with the accusations, Cyc. I have done nothing wrong here.

Mr. President, this post is more or less a last minute request for information from your office on the state of SKILORD's absence and the temporary assigning of his responsibilities to me. There is a poll asking for public opinion or approval for this action, but there is no end date/time listed and no real course of action to take depending on the results. So I'm not sure wherre the matter stands at this point. In the poll you stated:

Thank you for the support. In the matter of my acting as Domestic Leader in Eyrei's absence and being Governor of Kasmir, I might remind you that beyond taking care of Chondote as Deputy Domestic Leader, I believe posting build queues for New Cormyr was also requested of me. My point being that SKILORD in his capacity as Deputy Minister of the Domestic Department is also the Governor of New Cormyr.

Anyway, I will refrain from posting queues in either situation until a definite course of action can be laid out.

I've been taking a 'roll call' at the start of each turn chat lately so the logs should have that. Once the turns start going it is really too difficult for the designated player to keep track of the comings and goings after that. The turns chats take a very long time as it is. This information could be reconstructed by going through the logs. I can tell you that the regulars (those just about always at the turn chat) are Chiefpaco, Chieftess and Cyc/sike. TBay_Rangers85 is always listed as present but not always active. General Falcon02 comes and goes as does Curufinwe. CIvanator showed up for a bit last night. We also had a new citizen last night, Clark69.

Mr. President. The Department of Foreign Affairs is doing some research to determine the start date of the Babylon-Greecan war. Best we can tell is sometime between 1385AD and 1425AD. One clue is the MPP Babylon signed with Aztecs in 1385AD. The Aztecs declared war on Greece that year. Did Babylon follow, or lead? Did we miss something? Can you help?

My fellow Phoenaticans. We... are at war. A lone Greecian Infantryman was spotted south-west of Memphis. When asked to leave, the Greeks declared war on us. My fellow citizens, the war has come to our doorsteps. We have taken ever measure to avoid this conflict, including embargos, and giving aid to our allies in need.

The Greeks are desperate. I ask all citizens to be vilagent, and support our nation in the war efforts! Upon Donsig's return, Donsig will also address the nation.

Our great nation is once again faced with a war we did not start. While we did not ask for this war we will not shrink from an aggressive prosecution of it. Greece and any countries who join it will pay dearly for any transgressions committed against Phoenatic citizens. Our citizens include not only those foreign nationals living in our cities but all our workers and combat troops as well.

While we are determined, we must realize that this war will not be a one sided affair. Greece will resist our efforts and it may take some time for us to build the military strength needed to bring Greece to the terms we desire. Our first priority must be to defence. We currently have workers near Byzantium, Justinian, Chondote, Alexandria and Oka that need protection. The Greeks have cavalry and it is known that they have recently captured Roman workers. There is also the lone Greek infantry unit near Memphis to contend with. The NRS link between Thebes and Memphis (and hence between Asphinxia/Kashmir and Istar/Normandy/Ameri) is threatened by this Greek force. We must also decide on the garrison levels for our cities. Once proper garrisons are in pace and our workers protected any residual forces can be put on the offensive.

We must prepare ourselves for the possibility of a long war. We must recruit more artillery, cavalry and infantry regiments. We must retain our technological lead and push it eaven further in an effort to discover new weapons in order to bring this war to a successful conclusion.

On the home front we must keep the people's spirits high. Securing silk imports from India will help do this while allowing our research efforts to remain strong. While we must devote part of our industrial production to the war effort we must also continue to build factories and hospitals in our key cities.

Finally, we must ensure that our elections for term four and our work on the new constitution proceed unhindered by the war. We must have an orderly and smooth transition from the term three government to the term four government and we must ensure that the new government is not shackled by our current problematic constitution.

dear mr. president,

i must demand the naming rights for honoured citizens, decided by this citizen poll (http://forums.civfanatics.com/showthread.php?s=&threadid=23302).
Since nothing happened to fullfill the will of citizenry in this point, i would like to request the greece city "delphi" to be renamed to "dunmanifestin" on capture due to my request as first honoured citizen. the next open naming positions would be the one of our historian.

Naming rights are clearly laid out in the constitution and I will not risk being investigated for a major violation of the constitution. the poll you point to was informational and I cannot use that to overrule the constitution that is in place.

I just wanted to point official interest on this issue, as it seemed to have suffered from being burried in our forums beneath many other discussions.

I understand and I think it is a great idea to let our honored citizens name cities. The only reason we cannot proceed with this is the constitution. If we can get the new constitution activated then we could do as the citizens wish in this matter (assuming no laws are passed preventing it).
