Is there a way to take a BMP file and convert it into a ACT or PAL file in order to create a palette from the colors of the BMP file?
The reason I ask is that I would like to be able to create a unit in Bryce, render it to BMP and then use the BMP file to create a palette for use with Civ3FlcEdit so that my FLCs will retain the same colors as those created in Bryce.

an ACT or PAL file is not an image file. It is just a table of colors.
What paint program do you use?
I use and recommend photoshop. I can help you sort it out with that no matter how little you know about it, or any other paint program so long as you are skilled with your own paint program.

Unfortunately I've been using an OLD, OLD version of Paint Shop Pro (3.12) for what little I've been using it for. :(
Basically this is what I've been doing to create a unit (And obviously there's a lot I need to learn yet).
1st I create the unit in Bryce.
Render Animations to BMP.
build a storyboard out of the BMPs using Steph's Story Board Builder.
Convert the storyboard into a C3F file using Civ3flcEdit.
Lastly I convert the C3F file into a FLC file using Civ3flcEdit.
I recently downloaded PEdit to try to see if I could use it to create palettes but I'm not sure if there's a rhyme or reason to the way they are organized.
