The Apostolic Palace is HINDU

so only people with Hinduism in their cities are Voting members (Willem must have no hindu cities)
only people with a Hindu state religion (or the AP) are Full members

Spread Hinduism to One of Willem's cities and you should be able to vote for a Hindu victory (conver to induism to get extra votes)
