I wish to request a plan from the Domestic Dept. to build the Universal Suffrage wonder which I think will be a key to successs in our representative government.

It is in the works. We do, however, need the cooperation of the science department.

BTW, what happened to the history thread? I always use it as a reference while at work.

The reason we are behind in literacy is that we have so many cities, and while most have libraries, it takes awhile to build universities in corrupt cities. The completion of the FP will help to remedy this. Most of the AI civs have far fewer cities to build science improvements in, and so most have universities.

I think that CAP and the upgrade of our military should take priority over saving 1000 gold. At the very least, appropriations should be made now based on estimated income. Arrangements could be made so that the appropriations are spent in such a way that the treasury does not fall below a certain level. For example if CAP is allocated 300 gold but the treaury should not be allowed to fall below 600 gold then we'd have to have 900 gold in the treasury before the CAP funds could all be spent. This would allow all or part of thes funds to be spent during a turn chat rather than postponing all spending for a complete turn chat.

The NSD would like to propose a deal. We wish to bring the science rate as high as possbile while still making atleast 20 GPT. till we get Motorized Transportation.(Tanks!!!)

The current science queue is set by the most direct(while still getting all of the wonders as fast as possible)way. All other techs can be trades/bought from the other civs if possible.

The fastest we can get industrialization is 7 turns, which still leaves us well over 20 gpt. We would take a loss if we raised it any higher.

I formally request that the domestic department post departmental instructions in the current turn chat thread. (http://forums.civfanatics.com/showthread.php?s=&threadid=24218) This should be done even if the department will be represented at the turn chat.

As a reminder, the domestic department supplies build queues for Istar and province #10 (Chondote), specifies the sci/tax/lux rates to be set, allocates funds from our treasury and makes decisions on wonder building.

The President's office has the following requests:

1) CAP be refunded now that phase one of our military modernization is complete and our economy is strong once again. This vital program was fallen by the wayside and must be ressurected!

2) Cooperation (via the science rate setting) be given to the NSD in our bid for technolgical superiority.

3) Our wonder building program be reformulated with a view towards the pre-building of more wonders. It may be best to build the Military Academy in Fox Nest or to hold off on building it altogether so that Pherris can be geared towards pre-building a wonder.

hy eyrei,
i would like to point your attention to something, as ameri lost its governor:
1) civanatoria would be a good producer with ironworks, factory and massive railroading
2) ironworks cant be directly started because of some reason we could not identify (ppbly disbanding or de-foresting while prebuild)
3) almost no rails around it
so i would propose the following actions taken by the domestic leader, as interim governor of ameri:
1) rush factory in civanatoria (at any cost!)
2) start ironworks directly after this
3) massive railroading around the worked tile of civanatoria to max-out production.

we also have a salpeter-spot which lies withing the cultural border of our chinese neighbor neas san-francisco, which we can not allow, as sanfran is the capitol of our province! foreigners claiming our lands are a pain for all proud ameri citizens.

Our settler is on the way to the east coast. Please include instructions for city placement in the turn chat thread! I'm not sure of the exact location so please specify: 3 tiles SW of Tsingtao for example.

We should have a name for the city as well. The current *naming queue* according to the naming rights section of the constitution is:

The Domestic Department hereby authorizes changing of the science/tax/luxury rate at any time provided it does not affect the number of turns taken to research the next tech.

if its ok with you then please post an official poll for approval of the border-change.
the governor and i believe this will boost both provinces (asphinxia and kashmir) and will get us rid of the lost province of chondote to be governed by the domestic department.

In regards to the location of the Intelligence Agency, I might propose Khatovar. Because of the Khatovar's location, if the wonder were to be built there, it could be the "Central " Intelligence Agency.

The Trade Department has hired some map surveyors to analyze the area around Fox Nest. As you know, there's an area of plains and desert that are undeveloped. With rails, we can increase the food from irragation. I propose 2 new city sites, maybe not in the near future, but possibly into the 4th or 5th term. Our models state the following (based on a map from a few decades ago).

You can see by the map, the pink shaded area is the primary city. Its' "borders" will fall inside the red city radii, and will take up the noted tiles (the food/shield/commerce numbers). The red arrow by Katovar is an optional "borrowed" tile. This city will only get up to size 12, so no hospital is needed. If it uses the "borrowed" tile, a hospital is needed.

The secondary city will be placed on the question mark, and it's maximum size is 7.

To maximize the speed of growth in both cities, build a granary, as well as work each irragated desert and/or plain.

Note: These are just suggestions from the Trade Department regarding the empty spaces in the capital province. I have attempted to maximize the food output for each city. The numbers are also the base values, without any improvements (trade and production improvements). The shield/gold waste (in red) is the amount of base corruption in the test. (courthouse & police station would be effective in the primary city, but minimal in the second)

EDIT: As of the June 23rd turn chat, a source of oil has been discovered 1 tile to the north-east of the primary city site! It does change the numbers a bit. If mined, it will give a higher shield and gold, but at the cost of food, and it can disapear, too. I would suggest keep it irragated.

Here's a possible location for City #3. It's slightly off from the original plan of building right next to the lake (of the previous term). Why? More room to grow. (estimated to be around size 20 - commerce center).

Eyrei - I was wondering if I could get you to summarize your plans for the 4000g bank we have accumulated. I came into the chat late last night and found the sci/lux rate set at 5.5.0, and the bank over 4 grand. We rushed a few cultural improvements per requests from the DOC, but were bringing in a large gpt amount, so I changed the rate to 3.7.0. We are still making a slight profit, but gained two turns on the current tech. Any guidance on our new financial situation would be greatly appreciated.

You have posted in the Citizens Forum within that time frame, but have bailed on the Domestic Dept. In your PM to me stating how you would backslide out of your responsibilities, you said I might call this move "low-handed". Wrong. I would call it typical. As far as I can see, you still have 5 days as the Domestic Leader. Maybe, as Deputy, I should follow my Leaders ways and bail on the citizens.

I guess this requires some explanation. In my desire to have this post filled by a very proactive and experienced government official, I pmed Cyc asking him to accept the nomination. I mean no offense to Lovro, but he did state in the nomination thread that he would prefer to be deputy. I even offered to step aside a few days early so that Cyc might have a chance to "show his stuff" before the elections.

As I stated in the nomination thread, real life demands on my time have increased considerably. I can still post my opinions in the citizens forum from work, but I am not willing to make government decisions without looking at the game. With the increased pace of our turns, I often do not have the time to make good, informed decisions.

Anyway, if Cyc is not willing to step up right now, I will have to continue in my duties, which is fine.

And Cyc, while I do think you may the best person for this job, I cannot say that I like you personally. You know damn well that I have never 'bailed' on Phoenatica in 3 terms, yet you seem to thoroughly enjoy attacking my character without any evidence to support your claims. I did not say I WAS going to stop doing my job. I said I WOULD if you were going to run and wanted to take the responsibilities over early.

If you would like some uninformed instructions from the domestic department because I haven't had time to analyze the save, I say use those excess funds to rush hospitals in as many size twelve cities as possible if they will not complete them themselves in 10 turns or less. Probably not the best idea, but definately not the worst. There might be other possibilities that I haven't had the time to explore.

If the domestic leader cannot properly fulfill his duties then perhaps he should consider stepping for that reason. If in turn the interim deputy cannot or does not wish to act as domestic leader then I am certainly willing to put domestic proposals before the citizens as I did with the Ameri build queues.

Personally, I can see the points being made on both sides here. Even so, both Cyc and Eyrei need a :spank: ! this term is almost over and both of you have contributed greatly to Phoenatica. Now quit being so phoenatic so we can wind this term up! :)
