Well.. Not eastereggs I guess, more like references.
Some of leader pictures are obvious refernces to other sources. Here is one example:

I wouldnt call them Easter Eggs.... the designers simply had very few references to base their pictures on.
Like the famous bust of Pericles, or the mosaic of Justinian.

You can guess that a significant amount of the early leaderheads have more than a passing resemblance to their owners - it's far easier to caricaturise someone if you have a picture of them than just inventing as you go.

So, they made to leaderheads to resemble how the leader should look like!
Doesn't look like an easter egg to me, just plain logic...

Well.. I am thinking of pieces of art that is represented in the leader head. Like how pericles lifts his helmet up in his animation to fit with the famous bust. We don't know exactly how many of the leaders looked like in real life, but sometimes Firaxis has been inspired from one particular work of art.
