Instead of having separate scenarios, why not just have choosable leaders in one scenario?

IE: Germany - Hitler, von Papen
Japan - Hirohito, Yamamoto, (and Tojo - not sure why you went with Hirohito instead)

Cuz someone had made Hiro. ;)

BTW, it is impossible to have more than one leader per civ (or chooseable leaders per civ) in scenarios. The format does not cater for it.
