Can you make colonies in Rhye's in Fall (using the Beyond the Sword Colonie feature) or are obligated to also micro-manage your overseas conquests?

You must control them and suffer the colony maintainance penalty. If you grant them independence they don't become a vassal under you, but go to the control of "independent cities."
