I know you're supposed to build those little corporate guys and send them out (like a priest) to spread the corporations... but how do you build the little corporate guy?

I got a great engineer, and it said I could build a corporation HQ in a city... so I did... now according to the civilopedia, I'm supposed to be able to build those corporate guys to spread my corporations to other cities... but even though I founded the corporation, I can't build the little corporate guy (not an option) in the Corporate HQ city!?!?! What am I missing? Did I do something wrong?

Please help.

Are you running State Property? That nullifies all corps...
