If I decided to go buy BTS today, would it require me to install both Civ4 and Warlords, or just Civ4 and BTS?

The reason I ask is because I'm going to have to install everything again on a different computer and I don't want to waste time installing Warlords if I don't need to.

You don't need to -- unless you wish to play the Warlords scenarios, in which case you'll have to install it. Other than that, all the content is included in BtS, so no need to "waste time". ;)
