So recently I have been trying to rid myself of the global warming problem, but everytime I enter the globaldefines folder and try to change the global warming problem from 20 to 0, it won't let me save it the folder because I don't have permission and tells me to contact the administrator who is me.....if you know what I'm talking about...any help? Or know of an easier way to get rid of global warming?

To get around the saving the file issue, first save the file to any place not in the Civ4 file. Then copy the file into the mod, and overwrite. It is cumbersome, but it works.

Why not play with world builder enabled if you want to alter the game?
